Rick N. Kasberg, P.E.
Rick N. Kasberg, P.E.Managing Partner
Rick is the managing partner and started his career with the firm in 1987. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for water supply, water distribution, water treatment plants, wastewater collection systems and wastewater treatment plants. He has undertaken many studies and investigations including water distribution, wastewater collection and water quality. Rick has provided expert witness services for dispute resolution between municipalities and other parties. He has worked with many communities surrounding Central Texas and South Central Texas as well as Water Districts and River Authorities.

Rick is a Professional Engineer licensed in the State of Texas and received a Bachelor of Science Degree in Civil Engineering from Texas A & M University in 1986. Rick is active in the American Society of Civil Engineers (Past President), Texas Society of Professional Engineers (Past President), Texas Council of Engineering Companies, American Water Works Association and Water Environment Association of Texas. He was named Engineer of the Year in 2000 by the Texas Society of Professional Engineers.

R. David Patrick, P.E., CFM

David is a partner in the firm and has been practicing engineering since 1992. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for transportation, storm drainage, detention facilities, streets, bridges, water and wastewater collection systems, drainage analysis and watershed investigations. He has extensive knowledge and experience in developing master plans for Business and Industrial Parks including Site Certification of Industrial Properties for Municipalities. In 1997, as Project Manager, David completed the Highway 183 project in Austin, Texas. The project spanned over three miles. At the time it was the largest segmental bridge in the continental United States. David has provided expert witness services for dispute resolution between municipalities and other parties. He has worked with many communities in Central and South Central Texas including Economic Development Corporations and Tax Reinvestment Zones.

David is a Professional Engineer licensed in the State of Texas and received a Bachelor of Science Degree in Civil Engineering from Texas A & M University in 1992. David is active in the American Society of Civil Engineers and Texas Society of Professional Engineers. He was named Young Engineer of the Year in Central Texas in 2004 by the Texas Society of Professional Engineers (Past President). He is also a licensed Certified Floodplain Manager.

Thomas D. Valle, P.E.

Tommy is a partner in the firm and has been practicing engineering since 1999. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for water supply, water distribution, water treatment plants, wastewater collection systems and wastewater treatment plants. Thomas has extensive experience in the hydraulic analysis and design of pump systems. Thomas has undertaken many studies and investigations including water distribution, wastewater collection and water and wastewater rate studies. He has worked with many communities surrounding Central Texas as well as Water Districts and River Authorities.

Tommy is a Professional Engineer licensed in the State of Texas and received a Bachelor of Science Degree in Civil Engineering from Texas A & M University in 1999. He is active in the American Society of Civil Engineers (Past President), Texas Society of Professional Engineers (Past President), Water Environment Association of Texas (President) and American Water Works Association. He was named Engineer of the Year in 2008 by the Texas Society of Professional Engineers and received the Texas Section American Water Works Association Young Professionals Service Award in 2004.

Ginger R. Tolbert, P.E.

Ginger is a partner in the firm and has been practicing engineering since 1995. Her experience includes project management, preparation of construction plans and specifications and construction administration for water distribution lines, reclaimed water systems, transmission mains, pump stations, water storage tanks, wastewater interceptors and collection lines and lift stations. She has also prepared network analyses of water distribution systems, water and wastewater projections, master plans, utility rate studies and preliminary design reports. Early in her career, Ginger was the Assistant County Engineer for McLennan County, where she managed right of way acquisition required for TxDOT projects within the county.

Ginger is a Professional Engineer licensed in Texas & received her Bachelor of Science degree in Civil Engineering from Texas A&M University in 1995. She is active in the American Society of Engineers (Past President), Texas Society of Professional Engineers (Past President), American Water Works Association and Texas Public Works Association.

She was named Engineer of the Year in 2010 by the Texas Society of Professional Engineers.

Alvin R “Trae” Sutton, III, P.E., CFM

Trae is a partner in the firm and has been practicing engineering since 1999. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for roadways, pedestrian facilities, drainage systems, water distribution and wastewater collection systems. He also has construction and inspection experience on major highway projects (Interstate 35). Trae is knowledgeable regarding the various permitting agencies and has good working relationships with both TxDOT and the Corps of Engineers and has extensive knowledge regarding the rules and regulations for pedestrian facilities set forth by AASHTO, Texas Accessibility Standards and Americans with Disabilities Act Accessibility Guidelines. Mr. Sutton has also successfully completed the Local Government Project Procedures Qualification for the Texas Department of Transportation.

Trae is active in the American Society of Civil Engineers, (Past President) and Texas Society of Professional Engineers (Past Local MathCounts Chair and Past State Chair, MathCounts). He was named Young Engineer of the Year (2007) and Engineer of the Year (2009) in Central Texas by the Texas Society of Professional Engineers.

Trae graduated from Texas A&M University with a Bachelor of Science Degree in Civil Engineering. He is a licensed Professional Engineer in the State of Texas (96530) and Certified Floodplain Manager.

John A. Simcik, P.E., CFM

John is a Partner in the firm and has been practicing engineering since 1999. His engineering experience includes project management, design, preparation of construction plans and specifications, and construction administration for roadways, drainage systems, water distribution and wastewater collection systems. John has extensive knowledge and experience in hydrologic and hydraulic (H&H) studies utilizing HEC-HMS, HEC-RAS, GeoHECRAS and Pond Pack modeling software. He has prepared numerous Letters of Map Revisions (LOMRs) and Conditional Letters of Map Revisions (CLOMR) for submittal and approval by FEMA.

He has worked with many communities surrounding Central Texas and currently serves as City Engineer for several small communities including the Village of Salado, Little River-Academy, Lorena and Nolanville. In addition, John serves as Floodplain Administrator for the Village of Salado.

John has served as Central Texas Chapter President and Region II Vice President of the Texas Society of Professional Engineers. He is also a past president State Director of the Central Texas Branch of the American Society of Civil Engineers. He was named Engineer of the Year in 2011 by the Texas Society of Professional Engineers. John is an active member of the Texas Floodplain Management Association.

John is a Professional Engineer licensed in the State of Texas and received a Bachelor of Science Degree in Civil Engineering from Texas A&M University in 1999. He is also a licensed Certified Floodplain Manager.

Wm. Mack Parker, P.E., CFM

Mack has more than 40 years experience in the design & construction of municipal infrastructure projects in the Central Texas area. These projects have included various highways, roadways, bridges, water & wastewater utilities, business parks, landfills, residential subdivisions, drainage channels & detention ponds. His experience includes development of master plans, conceptual designs, preliminary engineering reports & studies, hydrologic & hydraulic analysis, capital improvement plans, project cost development, infrastructure assessment studies & administration. Mack has served as surveyor, construction inspector, design engineer & principal in charge on these types of projects. He has experience as an owner of a heavy construction company as well as experience in the real estate industry. Mack’s experience in the surveying field & real estate industries provide an expanded knowledge & understanding of title work, disclosure rules & procedures. This experience provides for a unique awareness during the right-of-way procurement process.

Mack is a Professional Engineer licensed in the State of Texas and received his Bachelor of Science Degree in Civil Engineering from Texas A&M University in 1974.

He is active in the American Society of Civil Engineers and Texas Floodplain Management Association. He was named the Engineer of the Year in 2014 by the Texas Society of Professional Engineers.

Michael C. Newman, P.E., CFM

Michael is a Project Manager with the firm and has been practicing engineering since 1983. He has extensive engineering and management experience in municipal government and public work projects. Michael’s experience includes 28 years of public sector experience for the cities of Austin and Temple, Texas. He served in such positions as Land Development – Engineering Review, Project Manager, Design Engineer, Localized Flood Hazards Services Manager, City Engineer and Assistant Director of Public Works.

He has extensive knowledge and experience in Public Works Capital Improvement Projects (CIP) program and project management, master planning, flood plain management, technical criteria development, city ordinance development and implementation, Municipal Separate Storm Sewer System (MS4), creek flood and erosion hazard mitigation, local flood hazard mitigation, dam safety, emergency response during and after flood events, diverse public works operations, land development processes, team building and customer service. Michael received distinguished service recognition awards from both cities he served.

Michael is a Professional Engineer licensed in the State of Texas and received a Bachelor of Science degree from the University of Texas in 1983. He is also a licensed Certified Floodplain Manager and is a active member in the Texas Floodplain Management Association.

Gail M. Lollis, P.E.

Gail Lollis is a Project Manager with the firm and has been practicing engineering since 2012. Her experience includes preparation of construction plans and specifications, design calculations, reports and permit applications. She has performed construction administration for water supply and treatment systems, stormwater management systems, gravity and pressure sewer systems, inflow and infiltration (I&I) repairs, foundation systems, retaining walls and general site preparation.

Gail is a Professional Engineer licensed in the State of Texas. She received her Bachelor of Science Degree in Civil Engineering from Merrimack College in 2010 and her Master of Science Degree in Civil & Environmental Engineering as National Foundation of Science Graduate Research Fellow from the University of California at Davis in 2012. Gail is active in the American Society of Civil Engineers, Texas Society of Professional Engineers, Texas Floodplain Management Association and Water Environment Federation.

Jake is an Engineer-in-Training with the firm and has over two years total of engineering experience. His engineering experience includes design, preparation of construction plans and specifications, and construction administration for roadways, pedestrian facilities, drainage systems and analysis, transmission mains, pump stations, water storage tanks, water distribution and wastewater collection systems. He has worked with many communities surrounding Central Texas while assisting the project engineers and managers within the firm.

Jake joined the firm immediately after graduated from Texas A&M University with a Bachelor of Science Degree in Civil Engineering in 2013. He is a licensed engineer-in-training in the State of Texas (47996). He assists the licensed professional engineers in the office on projects while gaining experience and working toward one day being a P.E. as well. He is also active in the American Society of Civil Engineers, Texas Society of Professional Engineers and National Society of Professional Engineers.

He has worked with many communities surrounding Central Texas while assisting the project engineers and managers within the firm.

Sam joined the firm immediately after he graduated from Texas A&M University with a Bachelor of Science Degree in Civil Engineering in May 2016. He is a licensed Engineer-In-Training in the State of Texas (54643). He assists the licensed professional engineers in the office on projects while gaining experience and working toward one day being a P.E. as well. He is also active in the American Society of Civil Engineers and Texas Society of Professional Engineers.

Haden J. Mattke, EIT

Haden is an Engineer-in-Training with the firm. His engineering experience includes assisting in design, preparation of construction plans and specifications, construction administration for roadways, pedestrian facilities, drainage systems, water distribution and pump stations, and wastewater collection systems including coordination of environmental and archeological studies and various permitting requirements for projects. Haden has used both HEC-RAS and HEC-HMS modeling programs to develop the hydrologic and hydraulic data that is utilized in the design of various projects. He has worked with many communities surrounding Central Texas while assisting the project engineers and managers within the firm.

Haden joined the firm immediately after he graduated from Texas A&M University with a Bachelor of Science Degree in Biological and Agricultural Engineering in May 2018. He is a licensed Engineer-In-Training in the State of Texas (62950). He assists the licensed professional engineers in the office on projects while gaining experience and working toward one day being a P.E. as well. He is also an active member of the American Society of Civil Engineers and Texas Society of Professional Engineers.
